/signed conditionally, in so far as I think understand MithranArkanere's intent.
The simple fix is to make customized equipment usable by all characters on the same account (which may not have been the intent of the initial poster).
This is an easier job for a programmer than to add an "un-customized but not tradable, re-customize to use" flag.
Since I suspect that customization prevents PvP equipment from being traded between accounts, a PvP only flag might have to be added to PvP equipment to prevent their migration to PvE.
This actually is a pretty neat and relatively simple programming problem to solve. I am pretty sure that each character created gets a unique ID number, unassociated with a character name and when you customize an item it flags that item usable by only the character with that number. This is probably what prevents you from customizing an item, putting it in storage, deleting and remaking the character, and then use the item on the new character.
To get past this, you need to flag the item to the unique account number, while having controls in place to prevent equipment from migrating from the create-a-PvP item system into PvE.

There is already a VERY easy way to prevent that.
1. Can't store flag. All PvP items would be tagged with that flag. So they cannot be put in storage.
2. Uncustomize option added ONLY to NPCs that are NOT in areas PvP characters can access. That excludes even Guild Halls.
It would be a nice idea that such places where only the last Town in each campaign, so you at least have to lay some game before being able to do so.

There are only like 5. Emerald blades, eternals, obsidian edge, crystaline, tormented.
Everything else has plummeted in value due to overfarming. Two of those items are new and are may drop in value quickly enough (ie, like elemental and collosal scimatars).

There are no weapons worth 100k, only weapons that cost 100k. You only reinforce my point that there are items out there that people pay ungodly amounts of game gold for, just for the look.
Like driving a Lambo: nice car if you can afford it, but not very practical for grabbing groceries for a family of four. Once again, I digress.
How transferring a customized weapon affects the GW economy is a moot point. It's an insignificant side issue in a case where a person wants to pass a piece of gear that they obtained, whether through a purchase or a loot drop, from one character to another on their account.
The player found it or bought it, whatever, let them use it. It doesn't hurt me to let them keep the items that they decided to customize and lock into their account.

Hi, I am an ideas guy and I have 1 important idea which involves the customization of armor.
Idea #1-->Identity Scroll. An Identity Scroll can be purchased from a Rare Scroll Trader for X amount of gold. It has 1 use. Using the Identity Scroll will allow you to change your characters name without having to recreate him or her. This would be a great help for others who have obsessive needs to spend endless hours on the character creation screen trying to think of the perfect name. By introducing Identity Scrolls into the game, players will spend more time enjoying the whole game and less time worrying if their characters name is alright. Moreover, if someone has crafted Obsidian Armor for a specific character and they realize that their name could be better, instead of recreating the character and losing their expensive Obsidian Armor, they could use an Identity Scroll which would not only change their name, but whom their armor is customized for as well. Lastly, some oblivious players may have offensive or inappropriate names that they are unaware of. This could also be fixed up quickly by the use of an Identity Scroll.

Meh I customized everything I got There is no reason to pay a huge amount of $$ for a sword that is worse than a max crude sword customized.
That Whammo wielding an Eternal blade is just dead meat under the heel of my pvp char Well, he will get owned by my pve char anyway^^
